Credentialling Process

The Credentialling Process ensures that an applicant has credentials and qualifications comparable to a Canadian-educated physiotherapist. This is known as having "Substantially Equivalent" credentials and qualifications.

The Alliance determines Substantial Equivalency through five (5) critera:

  1. Documentation - You must provide authentic documentation in support of the following 5 criteria
  2. Professional Title - If you are eligible to work as a physiotherapist in your country of education;
  3. Intent of Education - If you have completed a primary and secondary education that gives access to university level education, and both your preparatory and professional physiotherapy education is at university degree level (e.g., Bachelor's or entry level master's or equivalent), and both your preparatory and professional physiotherapy education is completed at a recognized / accredited university or university level institution
  4. Outcome of Physiotherapy Education - If you are fluent in English or French and if your physiotherapy education prepared you for entry to practice as a physiotherapist;
  5. Educational Systems and Processes - If your academic physiotherapy program includes comprehensive coursework and supervised clinical physiotherapy practice at entry level that meets the minimal levels in courses and course credits for Canadian educated physiotherapist
  6. Context of Physiotherapy Practice in Canada - If you have completed acceptable education OR evidence of prior learning OR supervised clinical education that reflects the need for independent, safe, effective and ethical practice.

These credentials and qualifications must be comparable to a Canadian-educated physiotherapist. This is known as having "Substantially Equivalent" credentials and qualifications.

As a physiotherapy graduate educated outside of Canada, you must meet the 6 criteria noted above before you can apply for the Physiotherapy Competency Examination (PCE). After successfully completing the credentialing process, you will be eligible to apply for the Written Component and pre-register for the Clinical Component of the PCE.

You may request for a provisional eligibility letter to apply for the Written Component or pre-register for the Clinical component of the PCE if you are in the process of completing criterion 6 and/or if you are enrolled in the Prior Learning Assessment and Recognition (PLAR) program and you are in your final term of academic study. Proof of enrollment is required. Your results on the Written Component will be on hold pending successful completion of the requirements (i.e., Context of physiotherapy practice in Canada or PLAR program).

The Credentialling Process can take anywhere from four (4) to twenty-two (22) weeks to complete.

Successful evaluation results are valid for two (2) years. During this time, you will be eligible to apply for the Written Component and pre-register for the Clinical Component of the PCE. Your first attempt on the Written Component of the PCE must occur before your eligibility expires.

How to Complete The Alliance Credentialling Process

There are five (5) steps in the Credentialling Process. They are:

Step 1: Document Evaluation

The Alliance must evaluate your documents to ensure that they are authentic and that you have a university level education that is acceptable to The Alliance. Your university level education must include physiotherapy education. If your documents are favourably evaluated, you will proceed to Step 2.

Step 2: Physiotherapy Coursework and Content Evaluation

This evaluation determines if you have completed a program of study comparable to those taught in Canada.

Step 3: Language Proficiency Evaluation

This evaluation determines if you have proficiency in English or French. If your physiotherapy education (including interaction with patients, colleagues, supervisors and staff) was not in English or French, language proficiency tests are required by The Alliance to prove your fluency in English or French. The Alliance accepts the following language proficiency tests:

Step 4: License/Certificate of Membership or Eligibility for Membership Evaluation

This evaluation determines if you had a license to practice physiotherapy in the country where you completed your physiotherapy education. If you are a recent graduate, this evaluation will determine if you are eligible to practice as physiotherapist in the country where you studied.

Step 5: Context of Physiotherapy Practice Evaluation

This evaluation determines if you have completed education or supervised clinical practice that reflects the need for autonomous, safe, effective and ethical practice in the context of Canadian healthcare.
