Meet the CAPR team, a committed group of professionals working for the public good.


Dave Clements is an experienced senior administrator and health policy advisor with nearly 30 years in the health and higher education sectors. He began his career with the British Columbia Ministry of Health and then moved into senior roles in federal and pan-Canadian organizations, including the Canadian Institute for Health Information (CIHI), the Canadian Institutes of Health Research (CIHR), Health Canada, and in the office of Canada’s Minister of Health. Dave later moved to Queen’s University as Executive Director in the Faculty of Health Sciences, and then the Office of the Provost and Vice-Principal (Academic). Throughout his career, he has pursued teaching and research in health policy and knowledge translation. Since 2014, he has maintained an academic appointment as Adjunct Professor of Health Sciences at Carleton University and holds a Master of Public Administration degree from Queen’s. Additionally, Dave is an active volunteer, having served on numerous boards and committees.

Monique Porlier is an accomplished executive and operations leader who has served national and community health organizations for the past 25 years. She joined CAPR in 2020, bringing a wealth of experience in executive and operational leadership in finance, pension plans, human resources, information technology, performance and risk management, and strategic planning. Earlier in her career, Monique served as Vice-President Operations and Chief Financial Officer for the Canadian Cancer Society’s national office, and for 15 years, held senior leadership roles in the hospital sector. As a seasoned board member, Monique is currently Chair of the Victorian Order of Nurses Canada, and serves on the board of Hospice Wellington. She is a certified professional accountant, and attended Laurentian University for her Honours Bachelor of Commerce degree and bilingualism certificate.

Brandi Park is a results-oriented leader with expertise in regulation, team leadership, and program and policy development. Brandi joined CAPR as National Director of Evaluation Services in 2022, bringing her extensive regulatory experience and leadership skills to the role. Before joining CAPR, she worked in the regulatory sector in Ontario and British Columbia, where she gained 15 years of progressive regulatory experience. As a seasoned leader, Brandi has the ability to see the bigger strategic picture without losing sight of the important details. She prioritizes building strong and collaborative working relationships with key system partners. She is committed to ongoing professional development and has completed the Excellence in Executive Leadership Certificate from the University of Toronto’s Rotman School of Management. Brandi attended Toronto Metropolitan University for her Honours Bachelor of Arts degree in Public Administration & Governance.

Nathan Augeard is a registered physiotherapist with clinical and research experience focused on pain management and professional education. His clinical work has centred on supporting individuals living with persistent pain, with a particular interest in how physiotherapists develop the knowledge, skills and judgment required to manage complex presentations in practice. Alongside clinical practice, Nathan has been actively involved in pain management education, research and assessment development. Nathan joined CAPR in 2026 as a Physiotherapist Advisor, and in this role, brings experience in educational design and assessment with a focus on promoting fairness, clarity and quality in processes that support individuals entering physiotherapy practice across Canada. Nathan completed his physiotherapy training in the United Kingdom and holds a doctoral degree in Rehabilitation Sciences from McGill University.

Rebecca Chamula is a highly experienced credential assessment manager who has been a valued staff member at CAPR for nearly 20 years. Rebecca joined CAPR as a Credentialling Officer in 2006, and since then, has advanced into leadership positions within the organization – including as a Senior Credentialling officer, Supervisor and Senior Credentialling Officer, and her current role as CAPR’s Manager, Credentialling. Rebecca has also contributed her expertise in a volunteer capacity, working with The Association of International Credential Evaluation Professionals’ Committee for Resources and Knowledge Management. She currently volunteers on the Quality Assurance Framework Steering Committee for Canadian Information Centre for International Credentials, and is a committee member on National Committee on Accreditation, Federation of Law Societies of Canada. Rebecca attended York University for her Honours Bachelor of Arts degree with a major in political science.

Jon Kwok is a Registered Kinesiologist and skilled project management professional who joined CAPR’s team in 2025. As a health practitioner, he has spent time in frontline roles supporting outpatient rehabilitation. He was also fortunate to have contributed to the inception, growth, and development of the College of Kinesiologists of Ontario. As a project manager, he has generated impact towards a broad range of sectors including ergonomics, occupational health/wellness/safety, neurocognitive assessment (as a health technology), and population health management. Jon holds an Honours Bachelors of Science Degree in Kinesiology, and a postgraduate certificate in Project Management.

Elysha Phillpotts is a registered physiotherapist and graduate of Queen’s University with over a decade of experience in clinical practice, education, and leadership. Inspired by her own recovery journey as a competitive gymnast, Elysha developed a passion for understanding the complexities of pain, movement, and holistic care. Her clinical work has focused on orthopaedics and women’s health, with a strong commitment to empowering clients through education and self-awareness. In October 2025, Elysha joined the Canadian Alliance of Physiotherapy Regulators as a Physiotherapist Advisor. In this role, she aims to contribute to the ongoing development and quality of assessment processes for individuals entering physiotherapy practice across Canada.

Kelly Piasentin is a highly skilled psychometrician with nearly two decades of experience working with regulatory bodies, professional associations, and government agencies on high-stakes licensure and certification assessments. Kelly joined CAPR in 2019 as the organization’s Lead Psychometrician, and since then, has overseen psychometric activities related to the development, delivery, and evaluation of the national entry-to-practice physiotherapy licensure examination. Part of her role is to evaluate the validity, reliability, and fairness of the examination, ensuring each aspect of its development, administration, scoring, and reporting conforms to industry testing standards. Prior to joining CAPR, Kelly was a Senior Psychometrician for Yardstick Assessment Strategies (now Meazure Learning), where she provided defensible psychometric solutions to diverse professions in healthcare and government sectors. She holds a Ph.D. from the University of Calgary in Industrial-Organizational psychology.

Nicole Prieto is a registered physiotherapist with diverse experience in clinical practice, education, and leadership. Nicole started her career as an educator and Clinical Supervisor at the College of Allied Medical Professions of the University of the Philippines, and later moved to Canada where she expanded her clinical experience in orthopaedics, paediatrics, and women’s health. With a deep interest in education and assessment, Nicole also served as a project coordinator for the Alberta International Medical Graduate Program. Since joining CAPR in 2021, she has been committed to ensuring the quality of assessments for individuals entering physiotherapy practice across Canada. Nicole holds a Bachelor of Science degree in Physical Therapy from the University of the Philippines, and a Master of Philosophy degree in Educational Research from the University of Cambridge.

Adam Sayers has been a dedicated staff member and leader at CAPR for more than a decade. Adam initially joined CAPR as an Examinations Assistant in November 2012, later becoming an Examinations Officer. Over the past 12 years, he has advanced into senior management positions within the organization’s examination program – including as Interim Manager of Operations, Manager, Exam Development, and his current role as Manager, Examinations. Adam attended the University of Galway in Ireland for his Bachelor of Arts degree in legal science and Irish, Bachelor of Laws degree, and Master of Laws degree in law, technology and governance.

Marlee Shloush is a registered physiotherapist with over 12 years of diverse clinical experience. Throughout her career she has worked with a variety of patient populations, devoting much of her time to patients with rheumatologic and neurological conditions. As a respected leader in the field, Marlee was responsible for coordinating a University Health Network rehabilitation program, and has been involved in both research and quality improvement work. Marlee joined CAPR in June 2024 as a Physiotherapist Advisor, and in this role, brings her vast knowledge and a passion for promoting fairness and using education as a tool to empower individuals. She attended York University for her Bachelor of Arts in Kinesiology & Health Science degree, and received her Master of Science in Physiotherapy degree from the University of Toronto.
