Appeal Resource Group – Call for Members

CAPR is looking for individuals to join the Appeal Resource Group

CAPR reviews the education and qualifications of individuals educated outside of Canada to determine whether they are substantially different from those of Canadian-educated physiotherapists. CAPR administers the Written Component of the Physiotherapy Competency Examination (PCE) for both Canadian- and internationally-educated physiotherapists to determine readiness for safe, effective, and independent physiotherapy practice.

CAPR has an appeal process available for credentialling and examination applicants who disagree with a decision that CAPR has made. Members of the Appeal Resource Group assist the Chief Executive Officer in the administration of the Appeals Policy.

Who should apply?

We highly value different perspectives and believe that these experiences enrich the quality of decision-making and ensure fairness in the appeal process. 

We are looking for individuals from the physiotherapy community in Canada (regulators, academics, professional associations, accreditation, physiotherapists in practice) who have a mix of backgrounds and expertise (credentialling, assessment, Canadian- and internationally-educated)

  • A background in physiotherapy is not required; however, an understanding of regulation and the mandate of protection of the public is essential.
  • Members should represent all areas of Canada.
  • Individuals outside of the physiotherapy community with foreign credential recognition assessment or examination and/or regulatory expertise are encouraged to apply.

Roles and Responsibilities

  • Attend annual Appeal Resource Group training.
  • Be familiar with and understand the use and application of the policies and procedures of CAPR’s Evaluation Services department.
  • Review appeal case information.
  • Participate in videoconferences as scheduled to deliberate on cases.
  • Determine if further information is needed.
  • Decide on the appeal cases.
  • Review and approve the appeal decision letter.

Time Commitment

Members deliberate on two to three appeal cases per year.

Each appeal case takes approximately three to four hours:

  • 1 – 2 hours to review the background information of the appeal
  • 1-hour teleconference per appeal case
  • 0.5 hours for review of the appeal report and decision letter

Due to the specialized nature of the work, each member will be requested to commit to a two-year term, with the possibility of renewal.

Is this a paid position?

Each panel member receives an honorarium of $175 per case.

CAPR Releases RFP to Support Evaluation Services Re-envisioned (ESR)

Deadline to Submit Proposal is January 30

The Canadian Alliance of Physiotherapists (CAPR) is looking for a person or team to manage and coordinate activities of a two-year project to develop and implement a new entry-to-practice model for competency assessment of physiotherapists in preparation for licensure in Canada.

The deadline for submission of proposals is 6:00 p.m. (EST) on January 30, 2024.

CAPR Welcomes New Exam Partner

The Canadian Alliance of Physiotherapy Regulators (CAPR) is committed to providing clients with the best possible experience while on their journey to becoming physiotherapists in Canada.

Recently, as part of that commitment, CAPR launched its new Client Portal to better serve clients engaged in the credentialling process as well as those preparing for the Written Component of the Physiotherapy Competency Exam (PCE). The Client Portal provides all clients with the ability to apply and manage their credentialling and PCE applications in a completely digital environment.

The launch of the Client Portal is just one recent example of our continuing commitment to the use of technology to enhance the experience of our clients.

Today, CAPR is proud to announce a new partnership that builds on that commitment and strengthens our ability to deliver high-quality services.

Beginning with our next scheduled exam in January, the delivery of the Written Component of the PCE will be supported by risr/, an assessment and learning platform specializing in the delivery of high-stakes exams.

Based in the United Kingdom, risr/ specializes in assessment, training, and continuing professional development for many international organizations, including the University of Toronto Faculty of Medicine and the College of Family Physicians of Canada.

Using its well-established platform, which manages and delivers exams from creation, preparation, and delivery to analysis, reporting, and feedback, risr/ will provide CAPR clients options for remote proctoring as well as in-person testing centres. The in-person testing centres will be coordinated by risr/ in collaboration with CAPR, allowing CAPR to have more control over the candidate experience and increasing capacity for exam administrations.

We are proud to welcome risr/ to CAPR and excited for what this new partnership means for our clients.

If you are a candidate registered for the January 15, 2024 exam, please watch for an email from the CAPR team with more information, including an invite to a webinar hosted by CAPR and risr/. This email will be sent during the week of December 18.

As previously announced, CAPR has committed to providing clients with 10 exam date options next year. While four dates have been confirmed, the remaining exam dates for 2024 will be announced in January.

To support the transition to a new exam partner, CAPR has added resources to its website to provide accurate and helpful information for everyone preparing for the Written Component of the PCE. Questions related to risr/ or the administration of the PCE can be directed to exams@alliancept.org.

CAPR Expands Digital Document Services

CAPR continues to expand its partnerships with digital document services to better serve our internationally-educated credentialling clients.

We are pleased to announce we are now accepting degrees and marks digitally from University of Birmingham in the United Kingdom (UK) and the University of Mumbai in India.

Additionally, CAPR currently accepts the following digital documents services:

Using digital document services will help clients by:

  • Reducing costs related to mailing/couriering documents
  • Ensuring CAPR receives authentic and accurate documentation directly from the authorized authority
  • Shortening the transit time to send documents from the institution to CAPR for assessment.

CAPR will continue to review and approve digital documents services that meet our requirements.

Change to Notarization Requirement

As we continue to reimagine processes to better serve our clients, CAPR is pleased to announce credentialling documents no longer need to be notarized.

Effective immediately, clients can upload PDF copies of their identity documents, physiotherapy degree, and internship certificate (if applicable) through our Client Portal.

If you have previously submitted notarized documents, you do not need to submit another copy. The previously submitted notarized copy remains acceptable.
