Comparability Pathway Information

The Comparability Pathway is CAPR’s modernized credentialling pathway for physiotherapists educated outside of Canada.

The pathway evaluates whether an applicant’s knowledge and skills are comparable to those gained through completion of an approved Canadian physiotherapy program.

The Comparability Pathway was developed to:

• Improve transparency in credentialling
• Provide clearer feedback to applicants
• Identify learning gaps through targeted assessment
• Help applicants better prepare for entry-to-practice expectations in Canada

Why the Credentialling Program is Changing

Physiotherapists educated outside of Canada have asked for clearer guidance regarding areas of knowledge and skill that may impact success in the Canadian physiotherapy examination process and integration into practice.

Modernizing credentialling was identified as a priority by CAPR and its system partners. In response, CAPR modernized the Comparability Pathway to provide:

• Personalized evaluation
• Targeted support
• Transparent assessment processes
• Improved applicant guidance

The new pathway helps identify whether differences in knowledge and skills are minor, moderate but remediable, or significant, while providing applicants with clearer next steps and available supports.

What is the Comparability Pathway?

The Comparability Pathway evaluates the knowledge and skills of physiotherapists trained outside Canada to determine whether those competencies are comparable to the knowledge and skills of graduates of approved Canadian physiotherapy programs.

The pathway determines whether applicants meet the credentialling criteria and are eligible to attempt the Canadian Physiotherapy Examination (CPTE).

What Does “Comparable” Mean?

Comparable means the applicant’s knowledge and skills meet the standard expected of a graduate from an approved Canadian physiotherapy program. The applicant is eligible for the Canadian Physiotherapy Examination.

Who Needs to Complete the Comparability Pathway?

The Comparability Pathway applies to internationally educated physiotherapists who:

• Do not qualify for the Pre-Approved Pathway

Applicants who applied under the previous Standard Credentialling Pathway will remain in that pathway and will not automatically transition into the Comparability Pathway.

How the Pathway Works

Step 1 – Qualifications Assessment – Stay Connected for New Streamlined Document Requirements

Applicants must first demonstrate that they meet the qualifications assessment requirements, demonstrating proof of:

• Completion of an entry-to-practice physiotherapy university degree
• Completion of a supervised clinical practicum or placement
• Language proficiency requirements
• Completion of a Canadian Healthcare Context course

Step 2 – Physiotherapy Evaluation Tool

Applicants who meet all the above qualifications assessment criteria complete the Physiotherapy Evaluation Tool (PET).

Step 3 – PET Outcomes

Applicants receive one of three outcomes after completing the PET:

• Comparable
• Partially Comparable
• Not Comparable

Step 4 – Remediation (if required)

Applicants with partially comparable outcomes complete targeted remediation.

Step 5 – Eligibility for the CPTE

Applicants who meet pathway requirements become eligible for the Canadian Physiotherapy Examination.

Physiotherapy Evaluation Tool

What is the Physiotherapy Evaluation Tool?

The Physiotherapy Evaluation Tool (PET) is a core component of CAPR’s modernized credentialling program.

The PET is:

• A 150-question multiple-choice assessment
• Based on the National Physiotherapy Entry-to-Practice Curriculum Guidelines
• Designed to evaluate foundational knowledge and skills
• Intended to provide a fair, transparent, objective, and consistent assessment process

The PET measures whether an applicant’s knowledge and skills are comparable to Canadian physiotherapy education standards and identifies areas where additional learning may be required.

Why the PET Matters

The PET helps:

• Provide applicants with diagnostic feedback
• Support individualized learning plans
• Improve transparency in evaluation decisions
• Create more personalized pathways to readiness

PET Outcome Categories

Comparable

The applicant’s knowledge and skills meet the standard expected of a graduate from an approved Canadian physiotherapy program. The applicant is eligible to attempt the Canadian Physiotherapy Examination.

Partially Comparable

The applicant has some gaps in knowledge and skills and must complete targeted remediation to meet the standard expected of a graduate from an approved Canadian physiotherapy program. Following successful completion of remediation, the applicant will be eligible to attempt the Canadian Physiotherapy Examination.

Not Comparable

The applicant has demonstrated significant gaps in knowledge and skills and does not meet the standard expected of a graduate from an approved Canadian physiotherapy program. Targeted remediation is not available as the gaps are too significant. The applicant is not eligible to attempt the Canadian Physiotherapy Examination.

Remediation & Learning Supports

Applicants identified as partially comparable will receive individualized learning plans that include:

• Practice resources
• Learning modules

CAPR’s remediation approach is designed to help applicants address specific gaps identified through the PET process. Remediation resources are from trusted system partners, accessible and low cost or free.
