Board of Directors

The Board of Directors governs the business of CAPR and provides priority driven leadership and direction to staff who carry out the operations of the organization.

The Board of Directors is responsible for seven core activities, including:

  • Strategic Planning
  • Major Policy Approval
  • Effective Board Governance
  • Oversight of Evaluation Services, Risk Management and Internal Controls
  • Financial Stewardship
  • Appointment of the Chief Executive Officer, and
  • Succession Planning

Dale Pitura

Dale Pitura is a physiotherapist, entrepreneur, and veteran board member with vast industry and governance knowledge. Mr. Pitura has served as board president for the Saskatchewan College of Physical Therapists, the Sports Medicine and Science Council of Saskatchewan, and the Canadian Athletic Therapists Association. As a physiotherapy consultant for the Saskatchewan Workers’ Compensation Board, his input helps formulate policies and provides direction on treatment for allied healthcare practitioners. Mr. Pitura is also a seasoned business leader, previously serving as part owner and director of business development for Health Pro Management Ltd. Mr. Pitura’s physiotherapy career spans three decades in both the public and private sectors, and he is currently a physiotherapist at Stapleford Health & Rehab – Weyburn and Lifemark – Courtside, Regina.

Kristin Taylor

Kristin Taylor is a physiotherapist and health care leader, currently in the role of Manager for Pediatric Perioperative Services at IWK Health in Halifax, Nova Scotia. Kristin has been an active contributor to physiotherapy regulation and professional associations since 2003, serving as treasurer of the Nova Scotia College of Physiotherapists, and board president and past-president of the Nova Scotia Physiotherapy Association. Kristin served as a member and subsequent board chair for the Canadian Alliance of Physiotherapy Regulator’s Board of Examiners from 2015 to 2021, as a member of CAPR’s Board of Directors since 2021, and most recently as chair of the organization’s Finance and Audit Committee.

Joyce Vogelgesang

Joyce Vogelgesang is the Deputy Registrar at the College of Physiotherapists of Alberta. Joyce has over 30 years of experience working in the field of professional regulation, with the majority being in the area of registration but more recently adding professional conduct and continuing competence to her portfolio. Joyce has served on the Canadian Alliance of Physiotherapy Regulator’s Board of Directors since 2014, serving one year as Vice-President and six years as Treasurer. Joyce has a Management Development Certificate from the University of Alberta to augment her skills in areas like change management, strategic planning, and project management.

Priya Bhatia

Priya Bhatia is the Executive Director, Professional Development & Competence at the Law Society of Ontario where she oversees strategic planning, policies, and programs related to entry-level and continuing competence for lawyers and paralegals. Ms. Bhatia has been actively involved in the regulatory sector and recently served as the Vice Chair of the Education and Training Committee for the Council for Licensure, Enforcement and Regulation (CLEAR). She has also served as the President of the Association of Continuing Legal Education Directors (Canada) and the Chair of the Ontario Regulators for Access Consortium. Ms. Bhatia is also a public speaker, frequently presenting on regulation topics such as competence, licensing, and credentialing at a national and international level.

Joanie Bouchard

Joanie Bouchard has extensive experience in professional regulation, specializing in health care. Ms. Bouchard has served as the Chief Transition Officer leading the amalgamation of 11 health regulatory bodies into two new organizations in British Columbia, and understands how to support transformative change in the complex environment that is professional regulation today. She previously served as the Registrar for the College of Dietitians of British Columbia, where her portfolio included leadership, strategy, governance, and management. Ms. Bouchard firmly believes that good regulatory decisions are informed by data and diverse perspectives. She is also a strong advocate that reconciliation, cultural safety, and cultural humility are critical aspects of public safety, and therefore, a core responsibility of regulators.

Francine Lemire

Dr. Francine Lemire is an award-winning seasoned executive and a trained family physician who has led many organizations in senior roles. Dr. Lemire has over 20 years of experience in governance, and previously served as CEO of the College of Family Physicians of Canada and its foundation, the Foundation for Advancing Family Medicine. In 2024, Dr. Lemire was appointed to the Order of Canada for her contribution to family medicine, as well as being a Paralympian. Throughout her career, Dr. Lemire has remained committed to the betterment of medical professionals, and as a clinician in a small community for more than 30 years, supports quality care for all Canadians.

Ruth McHugh

Ruth McHugh is an experienced senior executive and international corporate director, who advises and serves on boards with a global focus at the nexus of innovation, regulation, and governance. Previously, Ms. McHugh held senior leadership roles in the public, private, and not-for-profit sectors. She has also led executive oversight of Alberta’s Legislative Assembly Office and has served as Chief Operating Officer for the Office of the Auditor General of Alberta. Ms. McHugh is a professional accountant, a recognized FCPA, and holds an MBA from Edinburgh, Scotland. She also holds the ICD.D designation from the Institute of Corporate Directors and the iGP from the Council of Canadian Innovators Innovation Governance Program.

Jimmy Mui

Jimmy Mui is an experienced senior executive and board member across many diverse industries. Currently, Mr. Mui is the Chief Financial Officer and Chief Operating Officer at the Canadian Medical Association. Previously, Mr. Mui served as the Chief Financial Officer of the Canadian Red Cross and Executive Director at the Ottawa Police Service. Mr. Mui has also served on several boards, and has extensive governance experience including his role as Chair of the Audit and Finance Committee of a national charity. He is a Fellow Chartered Professional Accountant (FCPA, FCA) and has a Master of Accounting degree from the University of Waterloo. Mr. Mui holds the ICD.D designation from the Institute of Corporate Directors.

Ellen Pekilis

Ellen Pekilis is an experienced independent board director and senior executive who specializes in governance, strategic planning, enterprise risk management, and environmental, social, and governance (ESG) frameworks. Ms. Pekilis currently serves on the board of Workplace Safety & Prevention Services, and has held leadership roles on several other boards including as Chair of the Finance & Audit Committee for Canada’s Drug Agency, and the Council of the College of Optometrists of Ontario. As a senior executive, Ms. Pekilis was the General Counsel & Chief Privacy Officer of the Canadian Standards Association, where she led global enterprise risk management, privacy, and compliance. She is also the editor and author of LexisNexis’ Corporate Governance – Practical Guidance and provides advisory services to organizations on corporate governance, compliance, and ESG best practices.

Jennifer Penney

A respected financial leader with over 20 years of experience, Jennifer is recognized for driving organizational success through strategic vision, operational excellence, and collaborative leadership. As an integrity-driven professional, she has built a reputation as a big-picture thinker, combining strong analytical skills with a proactive approach to identifying and implementing continuous improvements.

Currently serving as the Chief Financial Officer at the Medical Council of Canada, Jennifer provides strategic direction to financial and corporate service areas while working closely with executive leadership and the board. She leads risk management, oversees corporate policies, and ensures effective management of facilities and business continuity plans.

Marc Spector

Marc Spector is a seasoned board member, deputy registrar, and lawyer with nearly 20 years of experience leading regulatory agencies in the health, education, finance, and trade sectors. Mr. Spector has been internationally recognized as an expert in regulating professionals and was elected by 650 regulators around the world as President of the Council of Licensure, Enforcement and Regulation (CLEAR) – the leading association for regulatory learning. Over the years, Mr. Spector has written extensively about regulation and is a frequent speaker at regulatory conferences across North America. His writing and speaking engagements often focus on what it takes to be a modern, innovative regulator today.
